Dr. Dubey is a well-known academic and administrator with a long and impressive career at many respected institutions and in government advisory roles. He served as a Professor Emeritus at Sri Sri University, Cuttack, Odisha, and as the Vice Chancellor of K. R. Mangalam University, Gurugram. He has also been Director at the Campus of Open Learning, Delhi University, and Vice Chancellor of Sanskriti University, Mathura. Dr. Dubey's tenure at Delhi University included roles such as Dean of the Science Faculty and Professor and Head of the Department of Geology. His expertise in geospatial technology and environmental sciences is recognized through his membership in various expert panels and committees. He was an Expert Member of the Program Advisory Committee for Geospatial Technology under the Natural Resources Data Management System (NRDMS), Ministry of Science and Technology, Government of India (2017-2020), and served on the Geospatial Technology Policy Consultative Committee from 2009 to 2015. Additionally, he was an Expert Member of the Expert Appraisal Committee for Industries at the Ministry of Environment, Forest & Climate change (MoEFCC) from 2009 to 2015. He has contributed to groundwater research as a Member of the Expert Panel for R&D proposals at the Indian National Committee on Ground Water (INCGW), CGW, during 2010-2011 and was an Expert Member for the River Valley Project at the Ministry of Environment, Forest & Climate Change from 1992 to 1996.
